If Mayura was to be Emilie Agreste then Hawk Moth would succeed, wouldn't he?
If Emilie was Mayura it would defeat the whole purpose of Gabriel being Hawk Moth and I don't actually see how Nathalie being her would even work. Kagami doesn't really make sense. Lila and Audrey kinda make sense. Caline doesn't really fit. I don't even get how or why some people think Marinette, Marc, Sabine or Nino are her.
I really enjoy how its been made hard enough for us to puzzle out that halfway into this 2-episode finale, I still find multiple theories very plausible.
Personally, I would bet on Mayura being a new or minor character (thus not emilie or natalie as everyone seems to be pushing), just because so far all miraculous holders look discernably like their civilian identities. The only reason Hawk Moth was hard to recognise is due to the mask. However, Mayura isn't wearing a mask. Even though her skin/eye colour is obviously warped, don't all miraculous holders still have basically the same hair style as before their transformation? It doesn't look like emilie at all, and I have trouble picturing the subservient, major-crush-having assistant Natalie as transforming in one episode from obedient akumatised assistant to miraculous holder who inspired fear in Gabriel and has him under her tumb. I just find it hard to believe.
That being said, physically speaking Mayura resembles Natalie more than any other character on the show. I've even thought of Audrey Bourgeouis as Mayura because of her relationship with Gabriel and her slick style, but that seems more unlikely when actually spoken aloud :P It's possible though as some have pointed out that Natalie might steal the peacock miraculous out of jealousy or a desire to help or hold power of Gabriel and so get closer to him. I still find it the most unlikely theory out of the three main options, but still possible.
The most likely scenario I think is either a. Gabriel (together with Emilie possibly) obtained the miraculouses and the book from a character that so far hasn't been introduced, but who will turn out to be Mayura and has only given the peacock miraculous to Gabriel for safekeeping. This woman would be the 'mistake' that master Fu keeps mentioning when he says he "only got it wrong once" whenever he talks about who to bestow a miraculous upon. She would have pulled Gabriel (and/or Emilie) into the world of miraculous and would have their own motive for obtaining the rest. Probably unlike Gabriel, she wants all the miraculouses, and not just the most powerful two, which would explain why their goals are compatible and Gabriel is helping her instead of being her rival. She would then be a sort of mentor to him, explaining why he plays second fiddle to her while famously having a personality of not wanting to submit to anyone (which makes the Natalie-theory even more unlikely... Gabriel doesn't seem like the type that would be blackmailed easily).
If this isn't the case then b. Mayura is Emilie, though I'm not exactly clear on what scenario would have her wake up from what I assume is a coma, but perhaps Catalyst's ability to enhance others people's powers has something to do with it? And then indeed as some have suggested there would be something wrong with her, like she is corrupted/possessed/lost her memories/cursed/whatever which explains why this isn't the last episode of the series as a whole. Actually the reason why I find this more likely than the Natalie-theory is simply because I could totally imagine Gabriel treating her as his superior, but definitely not Natalie (or any other female in the series for that matter, except for perhaps Audrey...?)
