When I saw this smile I wondered what it meant, so I thought of two possible reasons: it could mean that he doesn't care whether Ladybug is Chloé or not, because he loves her anyway; otherwise he could be smiling because he's about to suck Plagg in the ring to spite him.

However, looking closely frame per frame, it's evident that the effect was only due to the motion and the open mouth (which is black inside).

This picture made me reflect: probably, the villains who had the biggest effect on the population were the ones who broadcasted videos on the TV, like Lady Wifi, Stormy Weather and Mr. Pigeon. In "The Evillustrator", in fact, you can see that Nath remembers the former two.
